Radio frequencies are extremely low energy, not even enough to get a molecule spinning around as I understand. How is it that they could have any effect on your brain?

Note: I’m not interested in whether or not cell phones actually do cause brain damage- I understand its a current topic of debate. My question is: by what mechanism could the low frequencies used for cellular phones possibly cause damage to living tissue?
